Yes, on every plan, including Free. Emails sent through the API use the same email allowance as your campaigns, and each recipient counts as one email. The API accepts up to 2 requests per second on Free, 10 on Professional, 20 on Premium and 50 on Ultra.

Professional, Premium, and Ultra include Priority Support. White Label is included with Premium and Ultra only.
